At this time of year (mid-January), flows on the South Fork Santiam River are running high, well above ideal levels for most angling. According to the Oregon Department of Fish and Wildlife (ODFW), flows at the Waterloo gauge are currently much higher than the ~3,000 cubic feet per second (cfs) level that generally produces better fishing conditions, and recent reports show readings significantly above that mark.Because of these high flows, fishing pressure and success are usually limited in the winter months. Winter steelhead runs in the South Fork Santiam are typically comparatively sparse, and there are no hatchery winter steelhead planted in this portion of the system, meaning anglers are largely targeting wild fish. Wild winter steelhead numbers should begin to trickle in over the coming weeks and months as rains and cooler conditions persist, but catches at this stage of the season are generally light and conditions arent optimal.Angling for other species at this time of year is also limited. Spring Chinook salmon and summer steelhead runs normally arrive later in the season (spring through summer) once water conditions moderate and flows drop below 3,000 cfs. With the current high water levels, typical winter fishing tactics such as swinging flies or casting lures through holding pools are unlikely to produce significant results, and many anglers will wait for lower, clearer flows to improve access and bite rates.
