Steelhead fishing in the Upper Sailor Bar to lower Sunrise was slow. There was a report that a guide client did catch a Steelhead in the 15 lb range near Sailor Bar. There was too much pressure by drift boats. In the meanwhile, if wade fishing for Steelhead I would recommend Riverbend Park, lower Sunrise and Upper Sunrise.
